According to Johansen Kahatano, Latra’s Roads and Transport Director, the VTD aims to improve public transport efficiency, reliability, and safety. He emphasized that it is required for buses operating within Tanzania, as per the Transport Licensing (Public Service Vehicles) Regulations 2020. Latra has successfully rolled out the VTD system for intercity buses and is now expanding it to local buses (daladalas). By integrating local buses with Latra’s Vehicle Tracking System (VTS), the VTD will enable Latra to address common challenges in the sector. These challenges include long delays, unlicensed operators, and non-compliant drivers. Specifically, the VTD will help monitor routes, departure times, and ensure that buses reach their designated destinations. Kahatano highlighted the issue of drivers making U-turns before reaching the end of their routes, disrupting the scheduling of buses. He believes that the VTD will provide documented evidence of such violations, facilitating enforcement actions. Latra is currently engaging with stakeholders, including bus operators, to determine the best implementation approach. Latra’s Communications and Public Relations Unit Head, Salum Pazzy, emphasized that the VTD will be part of a comprehensive strategy to improve public transport. The proposed VTD system has received support from passengers and consumer advocates. Anna Mugala, a resident of Segerea, believes it will reduce commuting time and discourage shortcuts by drivers. Daud Daudi, Executive Secretary of the Latra Consumers Advisory Council, praised the potential benefits for both passengers and bus owners.
