Asia+Pacific Health Security Action Framework The Asia+Pacific Health Security Action Framework (APHSARF) is a regional health security agreement adopted by the World Health Organization (WHO) in 2018. It aims to strengthen health security capacity and collaboration among countries in the Asia-Pacific region. Objectives The key objectives of APHSARF are to: * Improve early detection and response to public health emergencies * Enhance surveillance and laboratory capacities * Strengthen health systems to prevent and control infectious diseases * Promote collaboration and information sharing * Strengthen health workforce capacity Components APHSARF consists of five interconnected pillars: 1. Detection and Response: Focuses on early detection and rapid response to public health emergencies, including the establishment of emergency operation centers and response teams. 2. Surveillance and Laboratory: Emphasizes strengthening surveillance systems and enhancing laboratory capacity for disease detection and confirmation. 3. Prevention and Control: Aims to prevent and control infectious diseases through vaccination programs, antimicrobial resistance prevention, and infection control measures. 4. Collaboration and Information Sharing: Promotes information sharing, coordination, and technical assistance among countries in the region. 5. Health Workforce Capacity: Recognizes the importance of a skilled and well-equipped health workforce for effective health security. Implementation Implementation of APHSARF is a shared responsibility among countries in the Asia-Pacific region. WHO provides technical support and coordination, while countries develop national action plans based on the Framework’s principles. Progress is monitored through regular reporting and evaluation. Endorsed by Member States in 2023, APHSAF aims to engage multi-sector actors in addressing current and future public health emergencies. Key Principles of APHSAF APHSAF recognizes the complex nature of public health emergencies and emphasizes a multisectoral and One Health approach. It focuses on six interconnected areas of work: 1. Surveillance and early warning: Detecting and responding to health threats early on. 2. Core capacities for national preparedness: Strengthening national health systems to prepare for and manage emergencies. 3. Risk communication and community engagement: Empowering individuals and communities to protect their health. 4. Foreign health assistance and innovation: Facilitating collaboration and sharing of resources during emergencies. 5. Research and development: Advancing scientific knowledge and developing innovative solutions for health security. 6. Health system resilience: Ensuring health systems can withstand and recover from emergencies. Benefits of APHSAF APHSAF promotes several benefits, including: * Improved health security and preparedness in the Asia-Pacific region. * Enhanced coordination and collaboration among health and non-health sectors. * Strengthened health systems that can effectively respond to public health emergencies. * Progress towards achieving Sustainable Development Goals and universal health coverage. * Fulfillment of responsibilities under the International Health Regulations (2005). By implementing APHSAF, countries in the Asia-Pacific region can enhance their resilience to public health threats, protect their populations, and contribute to global health security.Asia-Pacific Countries Strengthen Health Cooperation Representatives from 32 countries in the Asia-Pacific region have gathered in Dhaka, Bangladesh, to adopt the Asia-Pacific Health Security Action Framework. The framework aims to enhance regional collaboration and coordination in addressing health emergencies and promoting health security. The framework outlines six strategic pillars: * Strengthened surveillance and early warning systems * Improved emergency preparedness and response capacity * Enhanced laboratory capacity and research and development * Public health workforce development * Improved risk communication and community engagement * Strengthened health systems to support health security “This framework is a testament to our commitment to work together to protect the health of our people and the region,” said Ahmed Al-Mandhari, WHO Regional Director for the Eastern Mediterranean. “By sharing information, resources, and expertise, we can prevent and respond to health threats more effectively.” The framework will be implemented over the next five years through a series of action plans and initiatives. Monitoring and evaluation mechanisms will ensure accountability and track progress towards achieving the framework’s objectives. “The COVID-19 pandemic has highlighted the importance of strong health systems and regional cooperation,” said Tedros Adhanom Ghebreyesus, WHO Director-General. “This framework provides a roadmap for us to work together to build a healthier, more resilient Asia-Pacific region.”
